| PRODUCER LEVY vs. VOLUNTARY MEMBERSHIP Based on a recently conducted producer survey and a motion passed
at the SEBA annual meeting, the Business Committee of SEBA has pursued the required steps
to implement a producer levy. The main features of the levy are outlined below
- SEBA will be directed to set up a "Development Board
or Commission" that will be reportable to the Sask. Agri-Food Council. The Board will
have the mandate to supervise the collection and expenditures of the levies.
- The levy will apply to all elk producers and will be
mandatory with enforcement regulations. However, once the levy is paid, the proper
procedures can be undertaken to have the fees refundable.
- Our goal is to raise $200,000 from producer levies.
Typically, a Board or Commission can allocate up to 30% for administration/office costs.
- The procedures are as follows
- Finalize the draft of regulations.
- Submit to Agri-Food Council for approval. Required
attachments include current financials and proposed budget.
- Present to all producers along with producer survey for
acceptance, typically at an annual meeting.
- Upon the majority of producers accepting the plan, the levy
would be effective in the next fiscal year, ie. 2004.
- The main difference with the levy is that the Board will
now be dealing with all producers rather than just the voluntary members that choose to
join SEBA.
