TRANSITIONAL INDUSTRY SUPPORT PROGRAM (TISP)
Direct payments to producers of cattle and other ruminants

Eligible Participants

A participant eligible for payment under the program must be the owner of eligible animals on December 23, 2003, and be an individual, corporation, trust, cooperative and communal organization carrying on farming in Canada and reporting farming income (or loss) for income tax purposes. Status Indians farming on a reserve are also eligible.

Eligible Animals

For the purpose of the direct payment portion of TISP, ruminants are farm raised animals of the following species: cattle, bison, sheep, goats, elk and deer.

The eligible animals are ruminants that have been affected by the closure of the borders following the discovery of BSE and that are owned by an eligible participant on December 23, 2003, with the exception of mature animals kept for reproduction purposes.

For more clarity: calves, heifers and steers raised for any purpose, including replacement of cull animals, are eligible. For ruminants other than cattle, animals equivalent to these cattle categories are eligible. Cows, bulls, rams, ewes and corresponding mature animals of other ruminant species are not eligible.

Given the different nature of farming operations for elk and deer, eligibility for these animals will be determined as a percentage of a producer's inventory. For elk, payments will be made on 87.5% of the number of elk on a producer's inventory, and for deer it will be on 81% of the number of deer on a producer's inventory.

For registration, ineligible animals are those meeting the following criteria:

Animal Type Male Female
Bovine Intact older than 12 months Has had offspring (calved)
Sheep Older than 12 months Has had offspring (lambed)
Goats Older than 12 months Has had offspring
Bison Older than 36 months Has had offspring

Payment Rates for Ruminant Animals

Payments per animal will be up to the following amounts:

  • Bovine – $80
  • Sheep – $16
  • Goats – $16
  • Bison – $80
  • Elk – $40
  • Deer – $20

Payment rates for species other than bovine animals were determined using an "Animal Unit Equivalent" (AUE) approach. The AUE system equates various species to a bovine equivalent.

Application Details

The program is delivered by the federal government in all provinces, except Quebec, where it is delivered by La Financière Agricole du Québec.

Producers in all provinces other than Quebec can obtain application forms from AAFC's Web site at www.agr.gc.ca/tisp, or by calling the federal CAIS administration at 1-866-367-8506, as of March 29, 2004.

Producers who previously participated in the Net Income Stabilization Account (NISA) program and had sales of cattle or other ruminants will automatically have application forms mailed to them in mid-April.

We have had a discussion with Agriculture and Agri-Food Canada regarding the form for the request of the support program and how it will be applied to elk and deer farms.

At this time, the form has several columns: "a, Total Number of Animals", "b, Total Number of Intact Males", "c, Number of Females Having Birthed" and "d, Total Number of Eligible Animals".

We have been advised that the change in the form will take more time but, in the meantime, elk and deer producers can just send their inventories and just fill in the last column "a, Total Number of Animals". Put in your total inventory as of December 23rd 2003.

Another issue is that the staff at the office dealing with this is not fully informed of the situation.

Therefore, we advise you to put in a cover page with a statement that would read:

"As per the General Guidelines of Eligible Animals indicated in the Administrative Details of the Transitional Industry Support Program and the agreement between the Canadian Cervid Council and Agriculture and Agri-Food Canada, and given the different nature of farming operations for elk and deer, eligibility for these animals is determined as a percentage of a producer's inventory. For elk, payments will be made on 87.5% of the number of elk, and for deer it will be on 81% of the number of deer."
